In cases where an individual language does not meet the criteria in ISO 639-2, it is assigned to a group identifier. The three-letter codes in ISO 639-2 and ISO 639-3 are complementary and compatible. The two codes have been devised for different purposes. The set of individual languages listed in ISO 639-2 is a subset of those listed in ISO 639-3.

Currently for Belarus, ISO 3166-2 codes are defined for 6 oblasts and 1 city. The city Minsk is the capital of the country and has special status equal to the oblasts. Each code consists of two parts, separated by a hyphen. The first part is BY, the ISO 3166-1 alpha-2 code of Belarus. The second part is two letters.
These codes come from, and are kept up to date with, ISO 639 language codes. Because RFC 3066 didn't provide a list of valid subtags and just referred users to ISO 639, there was sometimes confusion about how to tag languages when the ISO code lists contained both two-letter and three-letter codes (and sometimes more than one three-letter code).
