Yes you can if you are steam friends. In the lobby you see a list of your friends on the right hand side of the screen. Any of your friends shown as in game will have a + by their name. You click on the + to invite them to your team. You will then queue up together for Skirmish or Captain Mode. Online is only modes like TDM, Siege, Captain etc. You can't play the campaign co-op. The word optional means you don't have to. If you mean the campaign, then no, you can't. Well yeah.
